Short answer: the Minirig Mini for a neutral sound, the Soundcore Mini 3 Pro for a light show. The Mini is very neutral, though it calls itself splash resistant with no official water rating, and it costs $70 more. The Mini 3 Pro puts lights on top but has rolled off highs.
Buy the Minirig Mini only if you find one used in good condition; both are discontinued, and it is the better rated of the two. For a new speaker, buy the Minirig Mini 2, which replaces the Minirig Mini.
Battery life favors the Soundcore Mini 3 Pro: rated for 15 hours against 10 hours for the Minirig Mini.
If water resistance matters to you, the Soundcore Mini 3 Pro at IPX7 (brief submersion) holds up far better than the Minirig Mini at Splash resistant (splashing).
