Tuning favors the Sony. The XB23’s pros call it reasonably neutral, while the Ranger’s own cons describe its bass as thuddy and not as deep as higher ranked speakers. The Ranger’s pros do note a much better frequency response than the other Turtlebox models, so it is the better of the two Turtleboxes, just not obviously better tuned than the XB23.
Where the Ranger pulls ahead is toughness and mounting. It has built-in magnets for attaching to gear, and the pros describe it as appearing quite tough, though that comes with extra weight for its size. The XB23 counters with a strap hook built for clipping to a backpack and USB-C charging, but its cons warn that bass drops off a lot at high volume and that it quietly turns itself down when left at max.
Everything else matches closely: both are IP67 rated (roughly) with about 12 hours of battery life on paper.
Buy the XB23 if price and reasonably neutral tuning matter more than toughness. It gets you nearly the same rank for a fraction of the cost.
Buy the Ranger if you need the magnetic mount and a shell built to take a beating, and don’t mind paying a premium for it.
If water resistance matters to you, the Turtlebox Ranger at IP67 (brief submersion) holds up far better than the Sony XB23 at IPX4 (splashing).
