Short answer: the Minirig 3 for better sound quality, the JBL Flip 7 for the lower price. The Minirig 3 ranks #7 of 136 medium speakers at $140. The JBL Flip 7 ranks #14 at $129.95, $10.05 cheaper.
What the JBL Flip 7 offers: A very neutral speaker, very small, almost pocket size. Just slightly more treble than the Flip 6 which was already a great speaker. The catch: A little bit of a bump at 4khz, not quite as neutral as the FLip 6. I believe this one is slightly worse than the Flip 6.
On the Minirig 3 side: Modular, can easily attach a subwoofer. Set against that: Not stereo. Calls itself splash resistant and has no official water rating.
Buy the JBL Flip 7 if the price matters more than sound quality. Buy the Minirig 3 if sound quality matters more than the price.
If battery life is a priority, the Minirig 3 is rated for 30 hours versus 14 hours for the JBL Flip 7.
If water resistance matters to you, the JBL Flip 7 at IP68 (extended submersion) holds up far better than the Minirig 3 at Splash resistant (splashing).
