Short answer: the JBL Flip 7 for better sound quality, the Ultimate Ears Wonderboom 4 for the lower price. The JBL Flip 7 ranks #14 of 136 medium speakers at $129.95. The Ultimate Ears Wonderboom 4 ranks #84 at $59.99, $69.96 cheaper.
What the Ultimate Ears Wonderboom 4 offers: A small, IP67-rated design that floats and charges over USB-C. Watch for: Its bass does not reach as deep as the top-ranked speakers and sounds a little thuddy; beyond USB-C, it is not much of an upgrade over the Wonderboom 3.
What the JBL Flip 7 offers: The Flip 7 is compact and mostly neutral with slightly deeper bass than the Flip 6, though it has a small 4kHz bump.
Buy the Ultimate Ears Wonderboom 4 if the price matters more than sound quality. Buy the JBL Flip 7 if sound quality matters more than the price.

Ultimate Ears Wonderboom 4: $59.99 Amazon
Pros: Small size.
Cons: Bass isn’t as deep as the top-ranked speakers and is a little thuddy. Not much improvement over the previous Ultimate Ears Wonderboom 3 besides the USB-C charging port.

JBL Flip 7: $129.95 Amazon
Pros: A very neutral speaker, very small, almost pocket size. Just slightly more treble than the Flip 6 which was already a great speaker. Slightly deeper bass than the Flip 6
Cons: A little bit of a bump at 4khz, not quite as neutral as the FLip 6. I believe this one is slightly worse than the Flip 6.
