Short answer: the Encore 2, it beats the On the Go in nearly every way for close to the same price. The Encore 2 ranks #4 and the On the Go ranks #64 out of 98 boombox speakers, with the two priced within $80.05 of each other.
This is not a close call at these prices. The On the Go’s own review calls it probably the worst sounding of the Partybox line, and separately flags a poor water rating and horrible battery life as real weaknesses. The Encore 2, by contrast, moved from cone to dome tweeters for better off-axis performance, sounds less rolled off in the highs than the original Encore, and reaches slightly deeper bass, with only a minor shortfall in upper bass as a genuine drawback.
Battery life is the starkest gap: the Encore 2 is rated for 15 hours against just 6 hours for the On the Go. The Encore 2 also adds a companion app with 7-band EQ, Auracast party-mode pairing, and two included wireless microphones instead of one.
Everything else is close: both list 100W output, both include an aux input, USB playback, and TWS pairing, and both carry the same IPX4 water resistance rating.
Buy the Encore 2 for the better tuning, dramatically longer battery life, EQ control, and a second wireless microphone, all for about the same money.
Buy the On the Go only if you specifically need its larger cabinet dimensions or find it discounted well below the Encore 2.

Pros: The Encore 2 improves the original with dome tweeters, a less boomy balance, slightly deeper bass, longer battery life and two included wireless microphones. Its compact karaoke-ready design and 7-band EQ make it more adaptable indoors than the earlier Encore. Measured bass extension of 42Hz (-10dB).
Cons: It still lacks some upper-bass punch and cannot match the scale of the larger PartyBoxes. The main value is compact karaoke convenience rather than full-range party output.
