Short answer: the Encore 2 for off axis sound, the Boombox 3 for battery and outdoor use. The Encore 2’s dome tweeters over cone appear to give better off axis performance, though it misses a little upper bass. The Boombox 3 is IP67 rated with 24 hour battery life and doubles as a power bank, but a mid bass dip muddies its bass, it is bass boosted and peaky at 700Hz, and its mids and treble are not quite as good as the Blast.
Buy the JBL Partybox Encore 2. It is rated higher for sound quality than the JBL Boombox 3 and costs less, so it is the default pick unless a specific strength of the other one matters more to you.
There is a real battery-life gap here: the JBL Boombox 3 is rated for 24 hours, the JBL Partybox Encore 2 only 15 hours.
Water resistance is not close: the JBL Boombox 3 is rated at IP67 (brief submersion), well ahead of the JBL Partybox Encore 2 at IPX4 (splashing).

Pros: The Encore 2 improves the original with dome tweeters, a less boomy balance, slightly deeper bass, longer battery life and two included wireless microphones. Its compact karaoke-ready design and 7-band EQ make it more adaptable indoors than the earlier Encore. Measured bass extension of 42Hz (-10dB).
Cons: It still lacks some upper-bass punch and cannot match the scale of the larger PartyBoxes. The main value is compact karaoke convenience rather than full-range party output.
