What the JBL Flip 7 offers: A very neutral speaker, very small, almost pocket size. Just slightly more treble than the Flip 6 which was already a great speaker. The catch: A little bit of a bump at 4khz, not quite as neutral as the FLip 6. I believe this one is slightly worse than the Flip 6.
What the Ultimate Ears Boom 4 gets right: IP67 rated, floats, and finally charges via USB-C instead of the older Booms’ Micro-USB. The tradeoff: Not much improvement over the old ones. Weak bass extension and thuddy bass.
Buy the JBL Flip 7 if sound quality matters more than the price. Buy the Ultimate Ears Boom 4 if the price matters more than sound quality.
