What the JBL Flip 7 offers: A very neutral speaker, very small, almost pocket size. Just slightly more treble than the Flip 6 which was already a great speaker. The tradeoff: A little bit of a bump at 4khz, not quite as neutral as the FLip 6. I believe this one is slightly worse than the Flip 6.
The case for the Oontz Angle 3 Ultra: 20+ hour battery life - some reviewers see 22-24 hours at 50% volume. IPX7 rated and very light (0.9 lb). The catch: Very little bass with horrible upper bass thud at higher levels.
Buy the JBL Flip 7 if sound quality matters more than the price. Buy the Oontz Angle 3 Ultra if the price matters more than sound quality.
