Short answer: the Xiaomi Mi Portable Mini for features, the Soundcore Mini for bass depth. The Xiaomi is IP67 waterproof with TWS stereo pairing, a 10-hour battery, Bluetooth 5.0, a compact 0.4 lbs (185 g) design and a bass boost equalizer, though it has not much bass and rolled off treble. The Anker has an FM tuner, aux input and MicroSD, but its bass is not quite as deep as higher ranked speakers.
Buy the Soundcore Mini. It is rated higher for sound quality, and the $18 saving on the Xiaomi Mi Portable Mini is not enough to make up the difference.
Battery life favors the Soundcore Mini: rated for 15 hours against 10 hours for the Xiaomi Mi Portable Mini.
Water resistance is not close: the Xiaomi Mi Portable Mini is rated at IP67 (brief submersion), well ahead of the Soundcore Mini at no water resistance.
