Short answer: the TOZO PE1 on value, the Soundcore Mini for inputs. The PE1 is pretty amazing value for the money, though its bass is not quite as deep as the top ranked speakers. The Mini costs $17 more and carries an FM tuner, aux input and MicroSD, with bass that is likewise not quite as deep as higher ranked speakers.
Buy the Soundcore Mini. It is rated higher for sound quality, and the $17 you would save on the TOZO PE1 does not close the gap.
Water resistance is not close: the TOZO PE1 is rated at IPX8 (extended submersion), well ahead of the Soundcore Mini at no water resistance.
