Short answer: the Ultimate Ears Wonderboom 4. It ranks #84 of 136 medium speakers by sound quality at $59.99; the Marshall Emberton III ranks #99 and costs $165.05, so there is not much of a tradeoff to weigh.
What the Ultimate Ears Wonderboom 4 offers: A small, IP67-rated design that floats and charges over USB-C. Watch for: Its bass does not reach as deep as the top-ranked speakers and sounds a little thuddy; beyond USB-C, it is not much of an upgrade over the Wonderboom 3.
What the Marshall Emberton III offers: The Emberton III offers a 30-hour battery and durable IP67 build, but sounds very similar to the Emberton II with reduced treble and limited bass depth.
Buy the Ultimate Ears Wonderboom 4. It ranks higher for sound quality than the Marshall Emberton III and costs less, so there is no real case for the other one.

Ultimate Ears Wonderboom 4: $59.99 Amazon
Pros: Small size.
Cons: Bass isn’t as deep as the top-ranked speakers and is a little thuddy. Not much improvement over the previous Ultimate Ears Wonderboom 3 besides the USB-C charging port.

Marshall Emberton III: $165.05 Amazon
Pros: 30 hour battery life - among the best in its class; a 20 min quick-charge gives 4 hours. IP67 rated, durable rubbery build using 50% recycled plastic.
Cons: Strange unnatural echo-like sound coloration, bass not as deep as competitors. Not technically a 360 speaker, only front and rear. Not very loud. Not really any different from the Emberton II except having the treble turned down a little bit.
