Short answer: the Soundcore 3. It ranks #62 of 157 medium speakers by sound quality, rated 3.4/5, at $59.99. The Ortizan X10 ranks #141, rated 2.2/5, at $29.97, $30.02 cheaper, which does not close the gap in sound quality.
The Soundcore 3 is the cleaner-sounding budget stereo speaker. Two 38mm titanium drivers and two passive radiators play in stereo, Alan Ross measured 99dB, and it claims 24 hours of battery at 0.8 lbs (372 g) with an app EQ and PartyCast. Its bass stops around 60Hz (-10dB). It is also sold as the Soundcore Select 2.
The Ortizan X10 is cheaper, with lights and a longer battery. It claims 30 hours, has colorful LED lighting, an aux input and stereo pairing, and is rated IPX7. Its treble is very rolled off, its midrange has a harsh peak, and it still charges over Micro USB.
Buy the Soundcore 3. It is rated higher for sound quality, and the $30.02 you would save on the Ortizan X10 does not close the gap.
