Short answer: the XB23 for the more neutral tuning, the Charge 3 for charging your phone. The Sony is reasonably neutral but its bass drops off a ton at high levels. The JBL Charge 3 doubles as a 6000mAh power bank for USB devices, though it has less clarity than the Flip 4.
Buy the Sony XB23 only if you find one used in good condition; both are discontinued, and it is the better rated of the two. For a new speaker, start with the Earfun Uboom L instead.
If water resistance matters to you, the JBL Charge 3 at IPX7 (brief submersion) holds up far better than the Sony XB23 at IPX4 (splashing).
