Short answer: the TOZO PE1 on value, the Minirig Mini 2 for a neutral balance. The PE1 is pretty amazing value for the money, with bass that is not quite as deep as the top ranked speakers, and it costs $77.01 less. The Mini 2 is very neutral, but it calls itself splash resistant with no official water rating.
Buy the Minirig Mini 2 if sound quality is the priority over the price, or the TOZO PE1 if the price is the priority over sound quality.
There is a real gap in water resistance: the TOZO PE1 at IPX8 (extended submersion) against the Minirig Mini 2, which has Splash resistant (splashing).
