What the JBL Go 4 offers: A little more bass than the Go 3 and they fixed the strange mids peak. Watch for: Not much bass at all, especially with electronic/bass-heavy tracks pushed past ~50% volume.

The case for the JBL Clip: Very compact and light (5.3 oz) with an integrated carabiner. The tradeoff: Quite a lack of bass.

Buy the JBL Go 4. It ranks higher for sound quality than the JBL Clip and costs less, so there is no real case for the other one.

If water resistance matters to you, the JBL Go 4 at IP67 (brief submersion) holds up far better than the JBL Clip at no water resistance.
