These are not really the same size class, and that is the honest framing here. The JBL Boombox 4 ranks #20 of 112 boombox speakers by sound quality at $549.95; the JBL Partybox 310 ranks #4 of 51 party speakers by sound quality at $579.95.

The JBL Boombox 4 is the longer-running, lighter pick. An extremely loud boombox for its size with fully waterproof, dustproof build, a long battery and a flexible app EQ. It is rated for 28 hours of battery against 18 for the JBL Partybox 310. At 13.2 lbs (5.98 kg) it weighs much less than the JBL Partybox 310 at 37.5 lbs (17 kg). It is rated IP68 against IPX4 for the JBL Partybox 310. The catch: Pretty overpriced for the category.
The JBL Partybox 310 is the deeper-bass option. A top party speaker with remarkably deep bass and balanced sound, wheels and a handle, now discontinued but worth buying used. Its bass reaches about 32Hz before falling 10dB, against 41Hz for the JBL Boombox 4. It keeps a wired aux input, which the JBL Boombox 4 lacks. It has a microphone input for karaoke or announcements, which the JBL Boombox 4 lacks. The tradeoff: It is very large, at 688 x 326 x 368mm and 37.5 lbs (17 kg), so it is a poor fit for small spaces or carrying far.
One note: the JBL Partybox 310 is no longer sold new, but at #4 of 51 party speakers by sound quality it still outranks most current models, so used is worth considering. The JBL Partybox 310’s replacement, the JBL Partybox 330, is still sold new.
Buy the JBL Boombox 4 ($549.95) for a boombox speaker; the JBL Partybox 310 ($579.95) suits a party speaker instead.
