Short answer: the EcoXGear EcoBoulder Ultra, though neither ranks well in its class. It ranks #90 of 111 boombox speakers by sound quality, rated 2.4/5, at $199.99; the Turtlebox Gen 3 ranks #103, rated 2.1/5, and costs $430, so there is not much of a tradeoff to weigh. Both are rated below 3.0/5 among the 111 boombox speakers; for better sound, the Tribit Stormbox Blast ranks #2 at $179.99.
The EcoXGear EcoBoulder Ultra is the longer-running option. An IP67 rated, floating boombox with an 8 inch driver, a 3 inch tweeter and an 8 inch passive woofer, claimed at 121 dB. It is rated for 50 hours of battery against 25 for the Turtlebox Gen 3. It has an adjustable EQ, which the Turtlebox Gen 3 lacks. The catch: Its bass is nowhere near as deep as top ranked boomboxes like the Tribit Stormbox Blast and Harman Kardon Go + Play 3, which reach down to about 43 Hz and 35 Hz.
The Turtlebox Gen 3 is the lighter choice. Waterproof (IP67, and it floats) and crushproof, with stainless steel hardware and quality amplifier parts inside. At 10 lbs (4.54 kg) it weighs much less than the EcoXGear EcoBoulder Ultra at 28 lbs (12.7 kg). It plays in stereo from a single unit, unlike the EcoXGear EcoBoulder Ultra. Watch for: Sounds basically identical to the original and the Turtlebox Gen 2: each generation mainly added features, not sound quality.
Buy the EcoXGear EcoBoulder Ultra. It is rated higher for sound quality than the Turtlebox Gen 3 and costs less, so only choose the other one for a particular feature it does better.
