Short answer: the Earfun Uboom X, unless you need maximum volume from a bigger box. The Harman Kardon Go + Play 3 offers warm sound with boosted bass, but it is just a little over half as loud as the higher rated boomboxes. The Oluv-tuned Uboom X at $159.99 gets the slight nod on tuning, provided you replace the horrible out-of-the-box 0.33 firmware and EQ.
On the Earfun Uboom X side: Tuned by Oluv and he knocked it out of the park again. The catch: The out of the box 0.33 firmware and EQ sounds horrible.
The case for the Harman Kardon Go + Play 3: Warm sound with boosted bass. The catch: Just a little over half as loud as the higher rated boomboxes.
One note: the Earfun Uboom X is no longer sold new, but at #1 of 75 boombox speakers by sound quality it still outranks most current models, so used is worth considering.
Buy the Earfun Uboom X. It ranks higher for sound quality than the Harman Kardon Go + Play 3 and costs less, so there is no real case for the other one.
If battery life is a priority, the Earfun Uboom X is rated for 30 hours versus 8 hours for the Harman Kardon Go + Play 3.
If water resistance matters to you, the Earfun Uboom X at IP67 (brief submersion) holds up far better than the Harman Kardon Go + Play 3 at no water resistance.

Earfun Uboom X: $159.99 Discontinued Myearfun eBay
Pros: Tuned by Oluv and he knocked it out of the park again. Deeper bass than the Stormbox Blast. Extremely neutral, possibly the best of any modern Bluetooth speaker slightly behind the Vifa Helsinki. This is the only speaker that sounds correct at every single volume level due to Oluv’s individual EQ settings at each volume level. Other speakers will need a different EQ at each volume level. Amazing sounding at low levels as it boosts bass and treble at low levels to account for the equal-loudness contour. Just considering the midrange and treble, this speaker is better sounding than the Earfun Uboom L. Measured bass extension of ~38Hz (-10dB).
Cons: The out of the box 0.33 firmware and EQ sounds horrible. Some users have reported sound interruption issues when running two in TWS, though not on every source device, and disabling AAC resolves it where it occurs. Discontinued.
Setup: Please update it using the Earfun app (Android or iOS) and select an Oluv EQ. The Earfun app has sound profiles created by Oluv for Studio, Indoor, Indoor+, Outdoor, Outdoor+, BOOM xxX, and Ground 0 which are all fantastic. Harman Kardon Go + Play 3: $385 Amazon eBay
Pros: Warm sound with boosted bass. Deepest bass out of any speaker in this size. Sound is more natural than the Go + Play2. Measured bass extension of 35Hz (-10dB).
Cons: Just a little over half as loud as the higher rated boomboxes. Only 8 hours of battery at medium volume. No water rating.
Setup: Use the hidden EQ modes to adjust the bass up when outside and down when inside. To adjust bass, quickly press the bluetooth and volume down buttons together, the number of light flashes tell you what mode you’re in. To adjust treble, quickly press the volume up and phone buttons at the same time, the number of yellow flashes on the light tell you what mode you are in.
