Short answer: the Noxgear 39g, if you are buying new, though neither ranks well in its class. The JBL Clip ranks higher than it (#37 vs #48 of 49 small speakers, 2.7/5 vs 2.2/5) but is discontinued, so only consider it used; the Noxgear 39g is still sold new at $69.95. Both are rated below 3.0/5 among the 49 small speakers, and the Tribit Stormbox Micro 2, ranked #1 at $49.99, is a better place to start if sound quality matters.
Why pick the JBL Clip: Very compact and light (5.3 oz) with an integrated carabiner. The tradeoff: Quite a lack of bass.
What the Noxgear 39g does well: Magnetic clip attaches through a shirt/jacket without pins. The tradeoff: It sounds worse than a clock radio with the worst bass of any speaker.
Buy the Noxgear 39g if you want one new; the JBL Clip is discontinued, so only look for it used.
There is a real gap in water resistance: the Noxgear 39g at IPX7 (brief submersion) against the JBL Clip, which has no water resistance.
