Short answer: the JBL Boombox 4 clearly, unless the bundled microphone is the draw. The Boombox 4 has pretty insane output for its size with a 7-band EQ, though it is overpriced, sounds worse than the Boombox 3 out of the box and drops the aux input. The Partybox On the Go includes a wireless microphone, but has a poor water rating, horrible battery life and is probably the worst sounding of the Partybox line.
Buy the JBL Boombox 4. It is rated higher for sound quality, and saving $249.95 with the JBL Partybox On the Go does not make up for the sound-quality gap.
There is a real battery-life gap here: the JBL Boombox 4 is rated for 28 hours, the JBL Partybox On the Go only 6 hours.
There is a real gap in water resistance: the JBL Boombox 4 at IP68 (extended submersion) against the JBL Partybox On the Go, which has IPX4 (splashing).

Pros: Pretty insane output capability for the size. IP68 protection and Auracast pairing with other current JBL speakers. Measured bass extension of 41Hz (-10dB).
Cons: Pretty overpriced for the category. Better than the Boombox 3 mostly because there are more 7 EQ bands instead of just 3 and it can be better tuned. Try Oluv’s EQ for it. Out of the box sounds worse than the Boombox 3. No Aux input.
