Short answer: the CCA CRA. It ranks #505 of 1398 in-ear headphones by sound quality, rated 3.9/5, at $19.99; the CCA CRA Plus ranks #911, rated 3.4/5, and costs $24.69, so there is not much of a tradeoff to weigh.
The CCA CRA is the better-sounding pick. Crinacle’s measurement gives it a preference score of 72, and its deviation from target of only about 2 dB is a smooth result for such a cheap set. The catch: In squig.link measurements a 7 dB peak near 8.1 kHz and about 4 dB of extra air above 10 kHz can make cymbals and sibilance sound splashy, while a 3.5 dB dip near 3.1 kHz sets vocals slightly back.
The case for the CCA CRA Plus: A single dynamic driver earphone at about $25 whose response sits close to target at 2.35 dB deviation, with sub bass reaching fully to 20 Hz and bass about 2.5 dB above target for a slightly fuller sound. The tradeoff: Upper bass is about 4 dB above target, which thickens male vocals, and a dip near 5.9 kHz followed by a 4 dB peak near 8.2 kHz makes the treble a little uneven.
Buy the CCA CRA. It is rated higher for sound quality than the CCA CRA Plus and costs less, so only choose the other one for a particular feature it does better.

Frequency Response Compared
Both headphones’ measurements overlaid on the Harman target. Above the target sounds louder in that range, below it quieter. Each curve is the median of several independent measurements, shifted so its 500 Hz to 2 kHz average sits at 0 dB, so only the tuning is compared.
