Short answer: the Sony SRS-XB13 for battery life, the Harman Kardon Esquire Mini 2 for its extra roles, though neither ranks well in its class. The Sony runs around 16 hours and costs $38.51 less, but has not much bass. The Esquire Mini 2 doubles as a hands-free speakerphone and a USB power bank, yet it has a huge lack of bass. Both are rated below 3.0/5 among the 49 small speakers, so if sound quality matters, consider the Tribit Stormbox Micro 2 instead, ranked #1 at $49.99.
Buy the Sony SRS-XB13 only if you find one used in good condition; both are discontinued, and it is the better rated of the two. For a new speaker, start with the Tribit Stormbox Micro 2 instead.
There is a real gap in water resistance: the Sony SRS-XB13 at IP67 (brief submersion) against the Harman Kardon Esquire Mini 2, which has no water resistance.
