Short answer: the SVS PB-1000 PRO if you want the deepest extension, the Monoprice SW-12 if you want value. The ported 12-inch SVS uses 325W RMS to reach 17Hz. The Monoprice’s 12-inch ported cabinet answers with 400W RMS (600W peak), clean tight transients and a 112.3 dB output figure, but it gives up entry-level build and ported room interaction.
Buy the Monoprice SW-12. It is rated higher for sound quality than the SVS PB-1000 PRO and costs less, so only choose the other one for a particular feature it does better.
